The Center for African Studies contributes to the development of Russian-Algerian relations

On November 21, 2024, the Chamber of Commerce and Industry of the Russian Federation hosted a roundtable named “Russia-Algeria: Prospects for Business Cooperation.” The event was organized by the Russian-Algerian Business Council and moderated by its Chairman, Ahmed Azimov.

Among the participants of the roundtable were the following: 

  • Vladimir Padalko, Vice President of the Chamber of Commerce and Industry of the Russian Federation
  • Boumediene Guennad, Extraordinary and Plenipotentiary of Algeria to the Russian Federation
  • Irina Abramova, Director of the Institute for African Studies 
  • Pavel Kalmychek, Director of the Department for the Development of Bilateral Cooperation of the Ministry of Economic Development of Russia.

Deputy Coordinator of the E-Governance Knowledge-Sharing Program, Philipp Grinin, and expert Andrey Shelkovnikov, also attended the meeting on behalf of the HSE Center for African Studies. 

At the end of the roundtable, the Final Resolution was adopted. It confirmed that Algeria still remains one of Russia’s most stable and strategically important partners in Africa. In 2023, the trade turnover between the two countries reached $3.7 billion, i.e., it doubled compared to 2022. 

Despite the growth and transformation of the Algerian economy, the potential of Russian-Algerian cooperation is still underestimated. The experts identified the most promising areas for the development of Russian-Algerian relations: agro-industrial industry, energy, logistics, pharmaceuticals, technology, and digitalization. The Resolution addressed the scientific and expert institutions, including the HSE Center for African Studies (CAS), to strengthen expert and analytical support of Russian-Algerian relations. 

The experts of the Center have already come up with the analytics on e-governance development in Algeria. The Algerian E-Gov Profile provides a full description of its digital public platforms development in different spheres, such as healthcare, education, transport, customs, etc. The experts of the E-Governance Knowledge Sharing Program also describe the main challenges faced by African countries, as well as the possible solutions for them. As such, a detailed analytical coverage was provided to AI in Algeria. There is data on companies specializing in AI in Algeria, as well as the analysis of its government AI readiness. The experts also explained how the development of an Algerian national strategy dedicated to AI can help to achieve the risk tolerance in AI usage. 

Thus, the E-Governance Knowledge Sharing Program implemented by the Center plays an important role in the implementation of the recommendations of the Russian-Algerian Business Council. It contributes to the long-term partnership and social benefits of Algerians and Russians.
