HSE Center for African Studies signed an agreement with the Ministry of Posts, Telecommunications, and the Digital Economy of the Republic of Congo

The HSE Center for African Studies signed an agreement with the Ministry of Posts, Telecommunications, and the Digital Economy of the Republic of Congo. It aims to facilitate joint activities within the e-Governance Knowledge Sharing Program and provide opportunities for Russian companies to share their digital solutions with African states.

An agreement was signed on the GITEX Africa 2025 sidelines that took place on April 14-16, 2025, in Marrakech, Morocco. From the Russian side, Andrey Maslov, Director of the Centre for African Studies and Coordinator of the Program, signed an agreement. On behalf of the Republic of Congo, the signatory was the Honorable Minister of Posts, Telecommunications, and the Digital Economy of the Republic of Congo, Leon Juste Ibombo.

The agreement was stipulated by the Program delegation’s three-day visit to the Congolese city of Brazzaville, in December 2024. Seck Moctar, Head of Innovation and Technology Sector, UN Economic Commission for Africa, participated during the signature and welcomed the agreement. 

Both sides are enthusiastic about the reached agreement, and are eager to jointly develop the research and innovation programmes, joint organisation, international conferences and forums to promote scientific and technological dialogue between Russia and the Republic of Congo. The main purpose of the agreement is to provide advanced training courses for African state officials in various areas (cybersecurity, tax administration and others) in collaboration with African Research Centre for Artificial Intelligence of the Republic of Congo.
