From January 19 to 23, 2026, the 9th Tanzania Annual ICT Conference (TAIC-2025) took place in Dar es Salaam, Tanzania. The event was organized by the Program’s partner, the ICT Commission of Tanzania. Andrey Maslov, Director of the HSE Center for African Studies and coordinator of the e-Governance Knowledge Sharing Program, participated in the Conference.

In presentation on “E-Governance in Tanzania 2026: Prospects and Challenges,” Andrey Maslov presented the e-Governance Knowledge Sharing Program for African officials implemented since 2022 with the support of the Russian Government and «Innopraktika» company. He spoke on the key events on e-governance organized as part of the Program both in Russia and Africa, as well as mentioned its key participants and partners, including the ICT Commission of Tanzania. The collaboration started when its Director General Nkundwe Moses Mwasaga took part in the Winter E-Governance Knowledge Sharing Week for African Officials in December 2023. It continued after signing cooperation agreement in July 2025.

Furthermore, Andrey Maslov presented an e-governance profile of Tanzania prepared as part of the Program in collaboration with the United Nations Economic Commission for Africa (UN ECA). It presents Tanzania’s progress in digital governance and highlights key digital platforms in taxation, education and health. The speaker also invited Tanzanian experts – participants of the Conference – to work jointly on the e-Governance Knowledge Hub.

Continuing his speech, Andrey Maslov spoke about discussed digital sovereignty and its components in the context of Tanzania, emphasizing that digital sovereignty and the level of digital development are interconnected but do not determine each other: an increase in the level of digital development should be accompanied by targeted government investment in the instruments of digital sovereignty.
