On 1–2 July 2026, a series of expert consultations under the name «Africa Regional Consultation on the Implementation of WSIS+20 Outcomes: Operationalizing WSIS+20 and GDC» took place in Addis Ababa, Ethiopia. Editorial Coordinator of the Program Nikolay Golovko and Research Assistant Arkady Tsvetkov took part in two consultation sessions.
The event was organized by the Program’s partner, United Nations Economic Commission for Africa (UNECA). Participants included representatives of state institutions, ICT experts, regional and international organizations, private companies, universities, and research institutions.
During the session «Advancing Multi-Stakeholder Partnerships for the Implementation of the Africa 2035 Digital Implementation Roadmap», Nikolay Golovko emphasized the importance of educational initiatives that connect governments, universities, technology providers, and international organizations. As an example of such an initiative, he presented the e-Governance Knowledge Sharing Program for African officials, implemented by the HSE Center for African Studies.
At the session «Launch of Key Initiatives and Technical Materials», Nikolay Golovko presented the yearbook E-Governance 2026: Digitalisation across Sectors, prepared by experts of the Program. It explores how digital technologies can support transformation in different areas of government and society.
«In this Yearbook, we examine digitalisation through the lens of specific sectors where it is reshaping public governance practices, including finance, digital identity systems, energy, agriculture, justice, healthcare, and education. This sectoral approach allows us to highlight both successful practices and the challenges that remain. For African countries, it is essential that digital transformation in each of these areas strengthens public institutions, improves the quality of governance, and at the same time contributes to technological sovereignty», Nikolay Golovko noted.
