The Djibouti Data Centre (DCC) put into operation in Djibouti-City serving as a meeting point for submarine cable systems in the region with access to all major international fibre optic systems connecting Europe, the Middle East, and Asia Pacific regions.

Adoption of a ten-year ICT roadmap as a part of the Integrated Strategic Plan 2014-2024.

Infrastructure
Establishment of the National Agency for State Information Systems (ANSIE) which interconnects all administrations in the country via a high-speed network.

Digital ID
A multi-biometric ID documents platform was developed.

E-services
Start of the World Bank’s Djibouti Digital Foundations Project in order to assist the Government in promoting the adoption of digital skills and services. Establishment of the Ministry of the Digital Economy and Innovation. Initiation of the development of a Digital Code, a legal digital framework bringing together and updating all the legal and regulatory provisions applicable to the digital sector.
2022
Regulations
Development of the Draft Djibouti Interoperability Framework by the ANSIE in collaboration with eGA (a joint initiative of the Government of Estonia, the Open Society Institute (OSI) and the United Nations Development Programme). Establishment of a pilot version of the Integrated Electronic Document Management System (SIGED). The eProcurement portal was developed with support from CAC International Bank. The portal, however, is not available for public use yet.

Services
The African Development Bank invested $60 million in the first power interconnection between Djibouti and Ethiopia (which became operational in 2011) to transmit a total of 320 megawatts.
2024
Regulations
Announcement of the pilot phase of the e-Cabinet and the e-Building Permit aimed at speeding up the permit process via electronic document management. Launch of the national broadband development strategy.
2025
Digital ID
Launch of a government training programme for civil servants on cloud computing, AI, cybersecurity and data management. Signing of an MoU with Visa and Tech5 for a national digital wallet to give citizens, businesses and residents access to public services, digital payments and digital identity. Launch of a Public Finance & Digital Services Enhancement Project, backed by the World Bank.
