Establishment of the National Communications Authority (NCA) as the industry regulator, which is envisioned to play a key role in supporting universal access to ICT.
MoCT developed Somalia’s first National ICT Policy and Strategy for the period 2019-2023, which aims to address existing ICT infrastructure and ecosystem gaps.
Introduction of Aid Information Management System (AIMS) to track the flows of official development assistance (ODA) and to enhance accountability (with support from UNDP, WB, US, EU and other sponsors). The previous system deployed in 2011 was considered ineffective.
The Ministry of Women and Human Rights Development, in partnership with UNICEF, launched an online Child Protection Information Management System. The mobile phone-based tax payment system in Garowe, supported by UN-Habitat, through the Joint Program on Local Governance (JPLG) expanded to four more districts in Puntland in northern Somalia. The Central Bank of Somalia launched the National Payment System (NPS). All 13 banks of Somalia participate in NPS.
An online business registration and licensing system launched with support from IFC. Somali Customs Automated System (SOMCAS) introduced.
The Somali Government and GovStack Initiative started collaboration with the aim of implementing a government portal in Somalia. The E-Waste Management Plan developed (within the Eastern Africa Regional Digital Integration Project, EA-RDIP). Launch of the National eID System.
Establishment of the Data Protection Authority.
Launch of the mass registration campaign for Somalia’s digital ID by the National Identification and Registration Authority (NIRA).
