The delegation of the Center for African Studies exchanged copies of the cooperation agreement between the HSE University and Makerere University of the Republic of Uganda.
The exchange of copies took place during the Ministerial segment of the 3rd Uganda-Russia Intergovernmental Commission (IGC) in Kampala, Uganda, on October 8, 2025.
The five-year agreement aims to establish and develop cooperation between HSE and Makerere University in the field of expert-analytical and scientific research and education.
In accordance with the terms of the agreement, the parties agreed:
Moreover, the parties undertake the establishment of the joint Centre of excellence in the field of e-governance at Makerere University.
On behalf of Makerere University an agreement was signed by First Deputy Vice Chancellor (Academic Affairs) Professor Sarah N. Ssali.
Also, as part of the expert consultations, the report “E-Governance in Uganda 2025: Prospects and Challenges“, prepared as part of the e-Governance Knowledge Sharing Program, was presented by Andrey Maslov, Director of the Center and Coordinator of the Program, and expert Nikolai Golovko.
According to the Russian Co-chair of the Intergovernmental Commission, Deputy Minister of Digital Development, Communications, and Mass Media of the Russian Federation Bella Cherkesova, “cooperation between Makerere University and top Russian institutions such as HSE and MGIMO will further strengthen our academic exchange”.
