Joint Intergovernmental Russian-Algerian Commission to spread a word on e-Governance Knowledge Sharing Program

On January 30, 2025, the 12th Joint Intergovernmental Russian-Algerian Commission on Trade, Economic, Scientific and Technical Cooperation took place in Algiers. It was co-chaired by Russian Deputy Prime Minister Dmitry Patrushev and Algerian Minister of Agriculture, Rural Development and Fisheries, Youcef Cherfa

HSE University, represented by the Center for African Studies, also participated in the meeting as part of the Russian delegation, promoting e-Governance Knowledge Sharing Program. It called for deepening of scientific cooperation between HSE University and Algerian universities and for joint participation in the field of e-governance. 

As the Russian representative pointed out:

“Algeria remains one of our top trading partners in Africa, with bilateral trade reaching $1.7 billion in the first ten months of last year alone”.

The basis of their trade relations is Russian agricultural exports (of such products as barley, lentils, soybean oil, and dry milk). But there is significant potential for deep collaboration in other sectors, like education and IT. Nearly 2,000 Algerian students are enrolled in Russian universities this academic year, and the number of scholarships is increasing. By signing agreements between universities, the sides are able to support this trend. For that purpose, HSE University discussed with the Ministry of Higher Education and Scientific Research of Algeria the prospects for Algerian officials and scholars participating in the e-Governance Knowledge Sharing Program, launched by HSE University’s Centre for African Studies. The Ministry expressed its interest in the Programme aimed at technology and skills transfer in the field of e-Governance between Russia and African countries.
