Bulat is a Russian telecommunications and IT equipment developer, largely focused on designing and manufacturing high-technology infrastructure hardware and software for telecom and IT systems as part of the country’s import-substitution efforts. It is a subsidiary of Rostelecom, Russia’s largest telecom operator, and produces carrier-grade equipment such as 2G/4G/LTE base stations, routers, switches, servers, and related networking products used to build mobile networks and data infrastructure.

Bulat’s solutions are intended to support domestic telecom networks, digital connectivity projects (including expanding mobile coverage in rural areas), and national IT systems with fully Russian-developed hardware and software.

Solar is a major Russian cybersecurity company and part of the Rostelecom group that specializes in information security services, software products, incident analysis, and training of cybersecurity professionals.

It provides solutions for organizations of all sizes, including managed security services (Solar MSS), Security Operations Center (Solar JSOC), and a suite of proprietary cybersecurity products such as the Solar Dozor data loss prevention system, Solar webProxy web security gateway, Solar NGFW next-generation firewall, and Solar inRights identity and access management platform. The company also conducts cyber threat research, offers consulting and integration services, and supports digital protection strategies for both commercial and government clients.
