About the Event
On 18-22 December 2023, the Winter E-Governance Knowledge Sharing Week for African officials was held in Moscow. Within the week, 44 representatives from 23 African countries, international (UN Economic Commission for Africa) and regional (IGAD, ECCAS) organizations, from heads of relevant departments to ministers, shared their experience of digitalization of public administration in their countries and got acquainted with Russian experience and solutions in this field.
Officials from African countries attended presentations by Russian and African experts (government and private sector representatives), discussed the prospects and directions of further digitalization of the continent and cooperation with Russia in this area. The topics covered ranged from financing and strategic planning of the digital transformation of the public administration to cybersecurity, digitalization of certain sectors (education, taxation), use of artificial intelligence in public administration, and the use of geoinformation data.

To support and intensify knowledge exchange between the African and Russian sides, the website of the Knowledge Sharing Program – E-Governance Knowledge Hub was launched with information on e-government development in African countries and personal accounts for the participants of the Knowledge Sharing Week.
The Knowledge Sharing Week was organized by the Center for African Studies of the National Research University Higher School of Economics (HSE University), coorganized by the non-state development institute Innopraktika and the Russian Ministry of Foreign Affairs, with expert support provided by the HSE Institute for Public Administration and Governance (IPAG). The week was held within the E-Governance Knowledge Sharing Program for Africa, which is supported by the Presidential Administration of the Russian Federation, the Government of Russia, the Ministry of Digital Development and the Ministry of Finance, as well as other Russian government agencies.

Adeniyi Adebayo is the Chief Business Development Officer at Yango that operates a ride-hailing app developed by Russian tech company Yandex. Born in Nigeria, he is a graduate of Kazan (Russia) National Research Technological University, MIT (USA) and Skolkovo Institute of Science and Technology (Moscow, Russia).
Prior to becoming the Head of Africa at Yango in 2021 and then CBDO, he worked for HSE University and launched several successful startup ventures in the ICT sphere.
Andrey Maslov is Director of HSE Centre for African Studies. Graduate of the African Studies Department, St. Petersburg State University. In 2006, he received the Derzhava Award for his «What Policy in Africa Does Russia Need?» project as the chairperson of the non-profit partnership Rosafroekspertiza (2003-2008).
He further gained a wide range of experiences working in Africa for banking and energy ventures. He contributed to the strategic roadmapping for digital geo-information systems and control rooms for critical infrastructure across Africa.
Konstantin Noskov is the CEO of RusHighTechExport – the company promoting Russian digital solutions to the global market. Graduate of Moscow State University of Instrument Engineering and Computer Science and HSE University, he worked for the Russian Government as Director of the ICT Department of the Government, Head of the Analytical Center for the Government, and Minister of Digital Development.
He was one of the leaders of projects to create a Portal of public services, a System of governmental electronic interaction, Open Data, etc. Mr. Noskov and RusHighTechExport work with a number of leading Russian software developers and telecommunication equipment vendors and educational organizations.
Anna Sanina is a Leading Research Fellow at the HSE International Laboratory for Digital Transformation in Public Administration and an Associate professor at the Department of Public Administration. Graduate of the Social Science Department, St. Petersburg State University, she holds a Candidate of Sciences degree (PhD) in Management Sociology. Dr. Sanina also was a Fulbright Visiting Scholar at Indiana University (USA).
Dr. Sanina studies the social efficiency of digital transformation in public administration and technologies and innovations in urban governance. Her research and teaching experience was awarded several prestigious awards and prizes, including the medal of the Russian Academy of Sciences for young scientists.
Evgeny Styrin is the Head of the International Laboratory for Digital Transformation in Public Administration at HSE University. Graduate of Lomonosov Moscow State University, since 2010 he has been working for HSE University.
Dr. Styrin conducts research in the field of digital transformation in public administration, provides expertise to the Russian government in digital public services provision, data governance.
