The HSE Institute for Public Administration and Governance (IPAG) was established in 2003 in line with the demand for modernization and optimization of public administration in Russia.

The Institute specializes in research, development and implementation of applied solutions in the field of public and municipal administration in the Russian Federation and provides expert support for public authorities in modernizing governance. The Institute also participates in the development of educational programs, training and methodological materials, as well as the implementation of professional development programs for public officials, business representatives and employees of NGOs.

The HSE Institute for Public Administration and Governance provided expert, organizational, and administrative support in implementation of the Winter E-Governance Knowledge Sharing Week, participated in the initial expert and analytical work, in the elaboration of the educational program, and held lectures and workshops within the Week.

Vice Rector of the HSE University, Director of the HSE Institute for Public Administration and Governance Andrey Zhulin serves as the Chairman of the Supervisory Board of the E-Governance Knowledge Sharing Program for Africa. He is responsible for overall coordination and oversight of the activities within the Program, monitoring of the performance of the executive team and justification of expenses. The Chairman ensures that the Program is carried out in accordance with applicable regulations and governing documents. He also provides support at the administrative and organizational levels and represents the Program and the Board to external stakeholders.

The Director of the Center for African Studies
The HSE University Center for African Studies was founded in 2020 due to the growing importance of Africa in global politics and economy, as well as the increasing significance of strengthening long-term cooperation between Russia and African countries.
The Center specializes in expert and analytical work, studies African markets, assesses financial, legal and political risks as well as prepares reports and recommendations. For this purpose, the Center consolidates the expert and analytical potential of HSE University teaching staff and experts, alongside third-party organizations. The Center establishes contacts with research centers in Africa and other countries.

Among key results we can mention the study of the Nigerian power sector (NLNG T7: a Way to Euthanize the Nigerian Power Sector), guides for AgroExport and OZK group (United Grain Company), ccountry risk profiles, analytical reports "Digital Africa" and "African Energy”. The Center also published the second expanded edition of the expert-analytical handbook "Africa 2023: Opportunities and Risks".

The Center is part of the HSE Faculty of World Economy and International Affairs and is coordinated by the Vice-Rector, Head of the Office for Expert Analysis Andrey Zhulin.

The company has been operating since 2012 and consolidates the Center of National Intellectual Reserve of Moscow State University and the Foundation for support of scientific and project activities of students, postgraduates and young scientists “National Intellectual Resource”, the founder of which is the Lomonosov Moscow State University.
